Internal skill of Fabio (Opus); do not invoke directly from the main orchestrator or other agents. Cross-cutting gate of the Fable-emulation pipeline (activates early, at the start of the task, outside the linear flow of phases): state to files (_WORKING_NOTES.md) with mandatory pre-decision reread, and checkpoints at the edges (compaction, handoff, new session). Creates the `## NORTH STAR` and the hypothesis table consumed by flite-kill-belief (Phase 3) and flite-anchor-objective (Phase 4). For T3 tasks, multi-session work, and long agent runs.
