Use when the user asks for a new bot, teammate, agent, or assistant in a Grok Bot fleet, or describes a recurring job no existing teammate owns. Auto-applies from context; do not wait for an @mention. Covers intake, the four-field persona, CreateAgent, verifying profile.json, Teammate Focus Onboard handoff, and routine handoff.
