GitHub Actions CI + release for a compiled-binary CLI (Go/Rust) — the binary-artifact counterpart to ci-github-release (which ships a Docker image). Use when wiring a project's release on GitHub, editing .github/workflows, or debugging a binary release. A release.sh computes semver from Conventional Commits, updates CHANGELOG + the nix package version, commits chore(release) and tags; release.yml triggers on the v* tag, cross-builds a {os}x{arch} matrix with -ldflags version injection, packages tar.gz + sha256, and creates a GitHub Release; ci.yml gates build + go test -race + coverage floor + vet + lint + nix check.
