Analyzes the request content, target project, risk, deliverables, and required verification, and selects the minimum Skill configuration and execution order that can complete the request as a Routing Plan. Always use it when the user says "which Skills should I use", "compose the steps", or "proceed with a minimal configuration", when guild-master decides to bring in multiple Skills, and when there are many Skills and the choice is hard. It does not execute specialist work, evaluate quality, or manage the canonical Registry.
