Use this skill whenever the user mentions address normalization, address parsing, postal standard, canonical address, address cleaning, geocoding preprocess, libpostal, or is working with libpostal, Mapbox, USPS, even if they never say "batch address normalization" explicitly. Routes live lookups through the Address-Normalization-API endpoint. Do not use it for unrelated application feature work or general coding questions.
