Universal multi-LLM council fan-out. Spawn N councillors of different models/roles in parallel against the same question + artifacts, collect their independent responses, and return a structured report (Councillor Details + Council Summary data + deterministic verdict). Callable by the user directly, by the @council persona (which adds Council Response synthesis on top), or by any other agent that needs adversarial / independent input.
