Ste Writing

This skill should be used when the user wants prose rewritten into a controlled plain technical style to remove AI slop - documentation, READMEs, PR descriptions, error messages, release notes, comments (never code). English follows ASD-STE100 Simplified Technical English. Ukrainian follows adapted STE rules plus DSTU 3966:2009 style guidance.
