Adapt sglang-plugin-FL to a non-NVIDIA hardware backend after the shared SGLang upgrade is established. Covers srt_empty/vendor environments, operator and scheduling fixes, multimodal and distributed validation, and backend CI. Do not use for the framework-wide SGLang bump or vLLM.
