Plan Eng Review

Structured engineering review of a WRITTEN implementation plan — the plan-mode draft, a plan file under docs/plans/, or a plan pasted into the chat — run BEFORE any code is written. Challenges scope, checks every proposed helper against what already exists, reviews four dimensions (architecture, code quality, tests, performance), and ends with a verdict (APPROVED / APPROVED WITH CHANGES / NEEDS REVISION) plus a report appended to the plan file; every finding must quote its evidence.
