Skill router

At the start of a non-trivial task, deliberately survey the available skills and decide which one(s) to invoke, instead of relying only on implicit description-matching. Use when a task is multi-step or ambiguous, when several skills might apply and could compete or combine, when you're unsure which skill fits, or when a task changes shape partway through and a different skill now applies. Its whole value is bounded by how well-written the skill descriptions are: it cannot rescue a skill whose description doesn't say when to fire, and for a simple task with one obvious skill it adds nothing.
