Use when the user types /loom-state, when starting a session that touches LOOM (~/loom/, any loom-* tool, the LOOM ecosystem), when an agent needs cross-session shared memory, when answering 'where does this go in loom / what loom tools exist / what is loom', or when persisting per-tool state, decisions, or device markers. The repo's git history IS the audit log; one commit = one state change; push immediately so other agents and devices see updates.
