Use when the user wants to create / provision / spin up / set up a new VKS (VNG Kubernetes Service) cluster, or says things like 'create a cluster', 'I need a Kubernetes cluster on VNG', 'make me a k8s cluster', 'tạo cluster', or describes a workload they want to run on Kubernetes and has no cluster yet. Guides discovery of resources, picks safe defaults, validates, creates on explicit confirmation, waits for ACTIVE, and returns the kubeconfig. For viewing existing clusters use /vks-explore; for adding node groups to an existing cluster use /vks-nodegroup.
