既にある Issue が薄い・曖昧・未検証のとき、read-only で実装可能な仕様へ精錬する。節・根拠・重大度つき findings・未解決の問い・分割の勧告を返し、Issue 自体は書き換えない。新規 Issue の起案と、勧告した分割の登録は cmate-issue-authoring。
