The framework's "hands": the one skill authorized to CARRY OUT framework-maintenance actions (sync runtime skill copies, reconcile a drifted ssp-* wrapper, run a version-sync check, edit + push a base-repo skill) rather than only observe or route them. It exists so the supervisor can delegate routine follow-ups that do not need human attention, minimizing human involvement, while every action stays legibly auditable. Two entry modes.
