Designs a binary pass/fail MLflow scorer (code-based or LLM judge) for one Databricks agent failure mode and emits a ready-to-register `mlflow.genai.scorer`. Use when a failure mode is identified from error analysis and a labeled training split exists. Do NOT use when the criterion can be checked by code alone, when the judge needs calibration first, or when error analysis has not yet named the failure mode.
