Run a `comment` consolidation pass over in-code comments — classify every comment unit in a declared scope against the code, delete only what a competent stranger to the module could reconstruct from the file alone, freeze and escalate everything else. Use at feature or epic completion, or on entry into brainstorming on a previously-touched area. Never mid-implementation.
