Act Post Decision

Proactive-Jupi's post-decision loop. It polls the `blocked` tasks in Neon, checks their gating Jupi decisions, and for each one the user has FINALIZED runs the chosen option's actions via execute-action, marks those actions done in Jupi, and — once EVERY decision gating a task is settled — marks that task done. Use whenever settled decisions need carrying out and the backlog reconciled: "run the post-decision loop", "close out settled decisions", "execute the decisions I finalized", "any decisions ready to run?", or as the daily routine's opening stage (before act-or-decide).
