Use when running citation integrity / claim audit on an AutoSurvey draft, or when /survey-verify is invoked. emits CITATION_VERIFY.json (hard gate + claim_audit + numeric_grounding + kill_argument) AND runs validate_artifacts.py (thesis/claims/cite-key closed-set/decision_summary schemas) + audit_writing.py (5-anchor + narrative 4-pillar + thesis coherence + Open-Problems 4-bucket + claim-grounding upgrade). All five gates are checked by verify_survey_audits.sh before compile.
