The single broker-tool gate for the strategist suite. Strategists hand it an Intent[] payload; it runs pre-flight, validates against SOUL invariants, applies run-context routing (cron / interactive chat / Claude Code), calls review_equity_order (and place_equity_order in cron+live), and returns RealizedAction[]. NEVER invoke this skill directly from chat — strategists call it via the Skill tool. Direct invocation produces undefined behavior.
