Use when building, testing, formatting, or deciding which command a CI step or commit gate runs. mvn clean install is the green-bar full build; mvn clean verify -DskipITs is the CI gate (no Testcontainers); run the formatter before committing. Surefire runs *Test (unit), Failsafe runs *IT (integration). This is the Maven build axis; a Gradle project would have a build-gradle-commands sibling.
