Scaffold a new RRCHNM Django project from the bundled deterministic generator — the supersession of chnm/cookiecutter-templates. Use when the user wants to start, create, bootstrap, or "cookiecutter" a new RRCHNM Django project or repo. Gathers the options conversationally (only the project name is required — everything else has an RRCHNM default), then runs scripts/scaffold.py. Django is the stack today; the generator's stack registry keeps others (e.g. Hugo) additive.
