Creates a GitHub pull request via the `gh` CLI with a title that matches the repository's own title convention (detected from its commitlint/semantic-pull-request config, CONTRIBUTING docs, or recent merged PR titles — not assumed) and a body populated from its own PR template. Use when creating a PR or pushing a branch for review, when the user says "open a PR", "create a pull request" or "/pr", and equally when they ask only for a piece of one — what the PR title should be, how to name the branch, or to write the PR body or description. For a pull request on a self-hosted Gitea server use gitea-tea instead — `gh` only talks to github.com.
