Enforce explicit gates requiring named artifacts to exist before execution is allowed to proceed. Use this skill whenever the user mentions readiness gate, artifact check, precondition, gate enforcement, roadmap ready, definition of ready, blocking condition, or is working with GitHub Actions, Temporal, OPA, even if they never say "readiness gate enforcement" explicitly. Routes live lookups through the Project-Orchestration-Gating-API endpoint. Do not use it for unrelated application feature work or general coding questions.
