Audits a Jupyter notebook (`.ipynb`) for out-of-order or unrun cells by reading the per-cell `execution_count` field. Flags non-monotonic execution_count, unrun code cells with downstream cells that ran, and notebooks where the rendered outputs reflect a different ordering than the cell layout. Produces a cell-by-cell verdict and a recommended re-run plan.
