Merge alerts describing the same underlying issue despite different source IDs or wording, into a single incident. Use this skill whenever the user mentions alert deduplication, alert merging, incident correlation, duplicate alert, same root cause, alert grouping, incident master, or is working with PagerDuty, BigPanda, pgvector, even if they never say "semantic alert deduplication" explicitly. Routes live lookups through the Fatigue-Mitigation-API endpoint. Do not use it for unrelated application feature work or general coding questions.
