GitHub Actions CI + automated semantic-release pipeline. Use when adding or editing .github/workflows, wiring a project's release on GitHub, or debugging a run. Pattern: actions/checkout, release.yml computes semver from Conventional Commits, docker buildx-pushes the image to <registry>/<org>/<repo> (GHCR by default), creates a git tag + GitHub Release, then optionally bumps the image tag in a GitOps repo (<gitops_repo>; blank = skip).
