Posts a pull request review to GitHub: plain summary reviews (approve, request-changes, comment) via gh pr review, or pending reviews with inline line-level comments via gh api against the GitHub REST API. Use when the user asks to post, stage, or submit a PR review, or to add inline comments on a pull request. Defaults to pending (unsubmitted) so the human can review on the website before submitting.
